Whtie pine weevil injury.

Adult white pine weevils lay eggs in spring in shoot. Lavae develop in shoots in summer. Prune out to remove infestation, or spray in spring to kill adults ovipositing on twigs.

White pine weevil adult Adult pine shoot moths lay eggs on Needles in June that hatch into larvae which mine into needles and make their way to shoot tips. Shoot tip feeding kills them and causes the split tips.
