.Tuliptree scales, like many other soft scales produce many young. The crawlers of Tuliptree scale are out in Late August and Early September.

Citrus mealybug on Coleus

Armored scales are not killed by some systemic insecticides because they do not feed on phloem.

Soft scales are killed by systemics.

Hawthorn mealybug on Hawthorn

Armored scales are not phloem feeders

Because many lady beetles mimic mealybugs, it is important to check that the fuzzy insect you see is a mealybug. Note how this mealybug lacks the darkened legs taht would be clearly visible on a lady beetle.
